Combine first 10 ingredients in a bowl; stir well. Combine ketchup and next 3 ingredients in a bowl; stir well. Spread cream cheese mixture in bottom of a 4-cup shallow plastic container; spread ketchup mixture evenly over cream cheese mixture. Top with shrimp and bell pepper. Cover and chill until ready to serve. Serve with Triscuit crackers.
